董建华哥伦比亚大学演讲 4/25

Fourth Annual China Symposium: Defining Chinese Modernity: Information, Economy, and Environment

This year's annual China symposium will have a panel discussion exploring the impacts of a growing economy on the Chinese society.

04/25/2008

School of International and Public Affairs, Altschul Auditorium

Address: Columbia University, Morningside Heights Campus 420 West 118th Street, New York, New York 10027

Cost: Free

Phone: 212-854-2592

Website: http://www.columbia.edu/cu/weai/china-symposium-2008.html

Rapid expansion of the Chinese economy is associated with transformations in Chinese society, governance, urban infrastructure, media, and environmental practices. How this continuously ambitious and often startling set of changes can lead to sustainable and beneficial growth has become a matter of importance for China and across the world. This year, the China Symposium will explore how a modern China is defining itself and how it is being defined under the scrutiny of ever-increasing global attention.

To explore these complicated and fascinating issues, this year’s Symposium will focus on three primary topics:

           Regulating Economy and Society

           Environment and Quality of Life

Covering ChinaThe Battle for the Story

Introduction

Welcome remarks and an introduction to the day’s discussion will be provided by Myron L. Cohen, Director of the Weatherhead East Asian Institute, and Lee C. Bollinger, President of Columbia University

Keynote

The Honorable C. H. Tung, Vice Chairman of the National Committee of Chinese People's Political Consultative Conference and former Chief Executive of Hong Kong SAR, will deliver the keynote address.

Panel One: Regulating Economy and Society

China ’s economic policy reforms have resulted in profound transformations in the country’s social and work practices, and have completely altered its legal and financial infrastructure. The continued prevalence of state-owned enterprises has resulted in a situation where the Chinese government is oftentimes required to be an entrepreneur and yet at the same time regulate itself. More recently, nascent nongovernmental organizations, activist lawyers, and popular protests have added grassroots pressure to the forces affecting change in Chinese society. This panel will assess the role that each of these groups play in shaping new models for governance, economy and social regulation. Our panel of experts from the field of human rights, intellectual property law, political economy, and modern Chinese history will discuss the challenges and difficulties of this ongoing process and debate what, if anything, will be distinctly Chinese about China’s struggle to forge a prosperous yet “harmonious” modern society.

Speakers include:

Mark Cohen, Intellectual Property Rights Attaché, American Embassy, Beijing

Sharon Hom, Executive Director of Human Rights in China (HRIC)

Xiaobo Lü, Professor of Political Science, Barnard College

Dali Yang, Director of the East Asian Institute, National University of Singapore

Moderated by:

Madeleine Zelin, Professor of History and East Asian Languages and Cultures, Columbia University

Panel Two: Environment and Quality of Life

China ’s development strategy has propelled the country forward at a throttling pace of economic growth—but it has hitherto paid scant attention to the possible costs of this unharnessed growth. In recent years, however, the effect of economic development on the country’s environment and quality of life—such as toxic waterways, desertification, and rapidly increasing rates of pollution-related diseases—has become impossible to ignore. Environmental pressure has translated into social and economic pressure, as angry Chinese citizens increasingly take to the streets by the thousands to demonstrate against the widespread corruption that allows industries to pollute with impunity. This panel will examine the very real risk that environmental degradation poses to China’s long-term prosperity. It will look at whether or not, and how, China can balance its ambition for a modern industrialized economy with the need for more sustainable economic and environmental practices.

Speakers include:

Joseph Kahn, Deputy Foreign Editor, New York Times

Orville Schell, Director of the Center on U.S.-China Relations, Asia Society

Jeffrey Wasserstrom, Professor of History, University of California, Irvine

Moderated by:

Steven A. Cohen, Executive Director and Chief Operating Officer of the Earth Institute, Columbia University

Panel Three: Covering China - The Battle for the Story

What is China? From the beginning of the reform period until 1989, Western journalists have typically portrayed China as a communist country moving steadily toward greater degrees of political and economic freedom. More common in recent years have been headlines touting China as an economic competitor. For its part, the Chinese government has tried to shape the perceptions of the outside world: In the international arena, it has sought to portray itself as a “good neighbor,” for example, taking on a more prominent role of mediator between North and South, and participating in international peacekeeping. In the economic realm, it has done its best to forge a global “China Brand”. At the same time, the domestic Chinese media paint a more complex picture of a society caught up in a crucial debate over modernity and what it means to be Chinese in the modern world – in terms of lifestyles, values, domestic ethnic relations, class relations and rising nationalism. Our panel of media experts and representatives from civil society will give their perspectives on the struggle for the China story. They will discuss how China is portrayed/represented to internal and international audiences, as well as the difficulties faced by artists, novelists, journalists, and film-makers in telling their versions of this story.

Speakers include:

Jeremy Goldkorn, Founding Editor and Publisher, Danwei.org

Aryeh Neier, President of the Open Society Institute

Xiao Qiang, Director of the China Internet Project, University of California, Berkeley

Ye Weiqiang , Senior Editor of CAIJING magazine

Moderated by:

Benjamin Liebman, Director of the Center for Chinese Legal Study, Columbia University

USC U.S. – China Institute Talking Points 4/23-30
April 23 - April 30, 2008

Dear Zhengying,

America’s ambassador to China, Clark T. Randt, Jr., will deliver the 2008 Herbert G. Klein Lecture on Monday, April 21. President Bush appointed Randt to this key position in 2001, shortly following a difficult episode in U.S.-China relations, the collision of a U.S. Navy plane and a Chinese jet fighter. The ambassador worked to mend ties, to address trade frictions, to secure compliance with World Trade Organization standards, and to foster cooperation on a wide range of critical issues including battling terrorism, halting the proliferation of nuclear weapons, protecting the environment, and defending intellectual property rights. During Randt’s tenure, China has undergone a leadership transition. That leadership is facing enormous problems, including unrest in and near Tibet. Some worry that those domestic challenges could affect China’s foreign relations. Amb. Randt will assess the current state of U.S.-China ties. The talk will be 10:30- 11:30 am in USC’s Davidson Conference Center. Please rsvp to uschina@usc.edu or by calling 213-821-4382.

This weekend, a group of California secondary school teachers will gather at USC to prepare for a summer study tour of China and Japan. These teachers were selected to go on this Freeman Foundation-funded National Consortium for Teaching about Asia tour after completing a seminar designed to help them bring Asia alive for their students. Teachers who are interested in participating in such a seminar are invited to visit the Asia in the K-12 curriculum portion of our website. We will offer a one-day workshop on using Asian case studies to teach about human rights on May 3 and invite teachers from outside Los Angeles to apply for our residential summer seminar July 28-31 and August 4-7.

Film is an important part of U.S.-China cultural and commercial exchange. On April 24-26, the USC East Asian Studies and School of Cinematic Arts present “Chinese Cinema at 100: Art, Politics, and Commerce.” This conference features presentations by filmmakers, film executives, and film scholars. Chinese and American efforts to penetrate each others’ markets are among the topics to be examined. Three films will be screened: Blind Shaft (盲井), The Banquet (夜宴), and The Assembly (集结号). Li Yang and Feng Xiaogang, the directors of these films, will attend and take questions. Details about this conference and other compelling events are below and in the calendar section of the USCI website.

Although news from Tibet and adjacent areas has been limited, debate continues in the United States over what has happened there and what actions Americans and others might take. Nobel Peace Prize recipients Bishop Desmond Tutu and the Dalai Lama called on all to move forward in peaceful dialogue but differed on the Olympics. Tutu called on world leaders to boycott the opening ceremonies while the Dalai Lama continues to argue in support of international participation in the Games. Presidential candidates Hillary Clinton and John McCain have said that President George Bush should not attend the opening ceremony. Students on many campuses, including our own, are energetically discussing issues related to Chinese governmental policies in Tibet and news coverage of the issue. At Duke University, however, speaking out has cost a student and her parents. They were targeted for harassment after she participated in a demonstration there.

Coverage within China of demonstrations in Europe and the United States has angered many Chinese. This past weekend, former Time Beijing bureau chief Matt Forney noted, "Educated young Chinese, far from being embarrassed or upset by their government’s human-rights record, rank among the most patriotic, establishment-supporting people you’ll meet…. As is clear to anyone who lives here, most young ethnic Chinese strongly support their government’s suppression of the recent Tibetan uprising." China’s ambassador to Britain, Fu Ying, worries that "demonization feeds a counter-reaction. I do pray ... that the younger generation of Chinese will not be totally disillusioned about the West....”

As always, we remind readers that the voices and daily update sections of US-China Today can help you stay abreast of significant developments and opinions about those developments.

Han is a colossal category of identity that encompasses ninety-four percent of the population of mainland China, making it the largest ethnic group on earth. Like other immense categories of identity, whether national, racial, ethnic, or otherwise, Han is beset by a host of linguistic, cultural, political, and historical inconsistencies that call into question its status as a coherent community. Despite this, however, Han has managed to fly below the radar of Critical Race Theory and largely above that of History, Ethnic Studies, and Anthropology. The symposium seeks to bridge this expansive divide, and to bring this fascinating area of research to the attention of a broader, international, and interdisciplinary community of scholars.
